Financista alemán. Fue vicedirector del Banco Dresdner y director del Banco Nacional Alemán antes de convertirse en funcionario del ministerio de finanzas (1923), donde desarrolló un riguroso programa monetario que detuvo la inflación alemana y estabilizó el marco. Asumió la presidencia del Reichsbank (1923–30, 1933–39) y ministro de economía (1934–37), pero fue destituido cuando se opuso a los gastos de
Adolf Hitler en rearme. Encarcelado después de la conspiración de
julio contra la vida de Hitler (1944), luego fue capturado por los aliados y absuelto en los juicios de
Nuremberg. Más tarde fundó un banco en Düsseldorf y fue consultor financiero internacional.
